First of all, it is browser-specific behavior, whether the address bar shows / or %2F. So each browser can behave differently here.

The only way to bypass the (correct) encoding of the query string, is to manually send the redirect using HttpServletResponse.sendRedirect().

Please be also aware that even if you send a redirect containing / characters in the query string, the browser MAY choose to convert them to %2F when following the redirect.
